China Ministry of Industry and Information Technology Strive to cultivate more than 5 national-level manufacturing pilot platforms by the end of this year

On July 18, the State Council Information Office held a press conference to introduce the development of industry and information technology in the first half of 2025. It was learned from the meeting that the Ministry of Industry and Information Technology has included more than 2,400 pilot platforms into the reserve pool, and selected 241 first-batch key pilot platforms from them, striving to cultivate more than 5 national-level manufacturing pilot platforms by the end of this year.

It is understood that the pilot test is a transitional test that transforms samples in the trial production stage into the production process, and is a "middle station" for smooth technological innovation to market application. The industrial pilot capacity determines industrial technological innovation to a certain extent, and also determines the integration of scientific and technological innovation and industrial innovation.

Xie Shaofeng, chief engineer of the Ministry of Industry and Information Technology, said that the Ministry of Industry and Information Technology focuses on policies, standards, platforms, industries, factors, etc. to accelerate the innovation and development of pilot testing in the manufacturing industry. In terms of policy, the "Opinions on the Implementation of Pilot Innovation and Development in Manufacturing" and the "Guidelines for the Construction of Pilot Platforms in Manufacturing" and "Key Points for the Construction of Pilot Platforms in Manufacturing" were issued; in terms of standards, the Manufacturing Pilot Standardization Committee was established to compile a guide for the construction of the standard system; in terms of work, more than 20 provinces and cities have been driven to issue more than 40 special policies, and a work system with extensive participation of the backbone forces of the industry has been initially established.

Xie Shaofeng pointed out that the pilot platform in the manufacturing industry is an important carrier for exporting pilot service capabilities and an important focus for promoting the pilot work in the manufacturing industry. The Ministry of Industry and Information Technology is accelerating the cultivation of pilot platforms in accordance with the ideas of scientific layout, tiered cultivation, standard guidance, and network services. At present, it mainly focuses on six key areas urgently needed for national strategies and industrial development, such as raw materials, equipment manufacturing, consumer goods, information technology, emerging and future industries, and common technologies, to accelerate the creation of a pilot service network for the manufacturing industry and promote the interconnection of pilot resources. Xie Shaofeng said that in the next step, the Ministry of Industry and Information Technology will focus on three aspects with the goal of enhancing pilot capacity to enable the deep integration of scientific and technological innovation and industrial innovation. First, we will focus on industry layout, and strengthen the regional characteristics and supporting role of pilot platforms for the source of innovative achievements and industrial development clusters. Second, we will focus on service efficiency, guide pilot platforms to improve industry service capabilities, publish a high-level pilot platform catalog and a list of public service resources, and accelerate the open sharing of pilot resources. Third, we will focus on achievement transformation, support the construction and development of pilot platforms through multiple channels, accelerate the engineering breakthrough and industrial application of scientific and technological achievements, and accelerate the formation of new quality productivity.

In addition, Xie Cun, Director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, said at the press conference that in the next step, our department will continue to coordinate the promotion of "construction, use, and research" to further promote the high-quality development of the information and communication industry. We will focus on network construction and upgrading, continue to improve the depth and breadth of 5G and gigabit optical network coverage, accelerate the pilot deployment of 5G-A and 10G optical networks, deepen the "signal upgrade" special action, and accelerate the construction of a national integrated computing network system. We will do a good job in application implementation and promotion, implement the 5G large-scale application "Sailing" action upgrade plan, the "5G+Industrial Internet" 512 project upgrade version and the "Connect" three-year action plan, and promote the collaborative empowerment of the industrial Internet and artificial intelligence. We will do a good job in technological innovation and research, accelerate the enrichment of the 5G-A product system, promote the deployment of high-quality networks, accelerate the development of 6G technology, and proactively plan and cultivate the application industry ecology for 6G. We will do a good job in the research and implementation of opening-up policies, orderly promote the opening-up of value-added telecommunications services, strengthen the implementation of policies, optimize service management, and support more foreign-funded enterprises to participate in the pilot.
