2025-26 China Machinery Industry Growth Plan Targets Key Smart Equipment

On Sep 29,2025，China six departments including the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce jointly issued the "Work Plan for Stabilizing Growth in the Machinery Industry (2025-2026)."

The machinery industry is a foundational, strategic, and leading sector that provides technological equipment for the national economy, national defense, and public welfare. It serves as the "ballast stone" of the industrial economy and is an important carrier for developing new quality productive forces and building a modern industrial system.

Targeting Operating Revenue to Exceed 10 Trillion Yuan
Significantly Enhancing the Supply Capacity of High-Quality Equipment

The work plan proposes a comprehensive approach to expand effective demand, focusing on tapping the potential of existing markets, cultivating new demand, increasing effective investment, promoting industrial digital and intelligent transformation, and deepening open cooperation.

The main goals for 2025-2026 are to maintain stable and positive performance in the machinery industry, striving to achieve operating revenue exceeding 10 trillion yuan with an average annual growth rate of around 3.5%. Key sub-sectors are expected to see steady growth, new quality productive forces will be accelerated, enterprise competitiveness will be further enhanced, the supply capacity of high-quality equipment will be significantly improved, and a group of competitive specialized SME clusters and internationally competitive industrial clusters will be cultivated.

Focusing on Developing Smart Equipment and Systems

In the newly released "Work Plan for Stabilizing Growth in the Machinery Industry (2025-2026)," intelligent transformation has become a key driver for future development. By deepening technological integration and improving standard systems, new momentum will be injected into the high-quality development of the industry.

The work plan explicitly implements the innovation and development project for smart equipment, focusing on three key directions:

• To meet the needs of national defense and national strategies, breakthroughs will be made in a range of smart manufacturing equipment, including industrial mother machines, smart instruments, smart inspection equipment, deep mining safety equipment for mines, new energy construction machinery, and industrial robots.

• To meet the people's demands for a better life, a range of smart livelihood equipment will be developed, including smart agricultural machinery, smart medical devices, service and special robots, smart logistics equipment, food machinery, safety and emergency equipment, ice and snow sports gear, and elderly-friendly equipment.

• To align with global technological innovation trends and the development needs of future industries, breakthroughs will be made in high-end equipment such as smart robots.

  
  

The work plan emphasizes the leading role of standards, aiming to improve the formulation and revision of technical standards for industrial mother machines, agricultural machinery, and basic components. It also plans to build a number of smart "mother factories" and promote mature experiences.

Luo Junjie stated that we must safeguard the bottom line of manufacturing security, ensure that core technologies and products are not "choked," seize the initiative in the future track of high-end smart robots, and empower machinery with "intelligent brains" through the integration of technologies such as large models and BeiDou.
