China's Goldwind Awarded 106.5MW Wind Project in Illinois

China’s Goldwind has won its bid for the 106.5MW Shady Oaks wind farm in Illinois, marking a significant victory for the Chinese wind industry as it looks for a foothold in the US. Goldwind submitted a joint bid with Dublin-based Mainstream Renewable Power (MRP), but it will immediately acquire the project outright. MRP will stay on in a “central role” until the wind farm is commissioned. MRP bought the rights to Shady Oaks from local developer FPC Services last year for $1.7bn, as part of a 787MW pipeline of projects. Shady Oaks will use 71 of Goldwind’s 1.5MW permanent magnet direct-drive turbines. “Since opening our offices in Chicago in May of this year, we have made tremendous progress in our short time here, and this news serves as an exciting step forward for our young company,” says Goldwind USA chief executive Tim Rosenzweig. The Shady Oaks project will be governed by a 20-year offtake agreement from Commonwealth Edison, the largest utility in Illinois. State-owned Goldwind, which has grown feverishly to become the world’s fifth largest wind turbine maker, owns and operates the only three Chinese-made turbines currently spinning in the US, at its 4.5MW demonstration project in Pipestone, Minnesota. Rosenzweig says that more than 60% of the content at that project was made in the US, although the generators, nacelles and hubs were all shipped from China. The firm, which has about a dozen US-based employees, recently signed a $26m bearings supply deal with Ohio-based manufacturer Timken. Goldwind has made no secret of its intention to become a major player within the US wind market, and appears willing to build a number of projects until its turbines are deemed bankable by local investors. This autumn the firm netted $877m in a Hong Kong initial public offering, to be ploughed into its global expansion efforts. Goldwind has hinted at its intention of building a manufacturing facility in the US, such as a nacelle assembly plant, but has not yet announced any formal plans. In October Senator Max Baucus said he had secured a commitment from the firm to send its senior US executives to Montana to explore opportunities for a turbine factory there. Other Chinese wind players, including Mingyang and A-Power, are either developing or scouting for projects in the US, though none but Goldwind have built any turbines yet. Goldwind’s new 2.5MW direct-drive turbine is only available in China at present, but the firm intends to begin marketing it in the US and other foreign markets in 2011.
